摘要

如果只把事故原因加以分類或分割，而忽略各類原因之間的交互作用，以及漠視這些原因的外在因素，是否能有效防止或降低事故乃令人質疑之事。傳統上感電災害防止多採用工程、教育、及執行之對策。但是由於工業安全問題乃是發散性問題，任何答案充其量只是近似解。本文以系統理論來檢視感電災害原因及其預防對策。

It is questioned that countermeasures can prevent or decrease accidents, if one classify or cut apart causes of electrocution accidents, neglect the interaction among these causes, and ignore the external factors of the causes. Traditionally, one uses measures of engineering, education, and enforcement to preventing accidents, but the problem of industrial safety is a divergent problem, any answer you have is at best an approximation. The writer use System Theory to inspect electrocution causes and their prevention measures
