Transforming into a Bilingual Nation: Perspectives of College Students and Teachers in Taiwan

台灣轉型為雙語國家:大學生與教師的觀點

摘要


In Taiwan, English has been commonly regarded as the first foreign language and is learned compulsorily in students' curriculum from elementary school to college. In 2018, the National Development Council (NDC國發會) announced a plan to further turn the country bilingual by 2030 in order to heighten international competitiveness. The plan has sparked different views and yet to be examined after implementation. Due to the controversial nature of the plan, this study adopted the survey method to gain a preliminary understanding about 403 college students' and 58 teachers' perspectives on Taiwan's Bilingual Nation policy, specifically on the strategies regarding bilingual education. The results showed that most participants were partially supportive of the policy; they were most doubtful about Teaching English in English (TEIE) and Content and Language Integrated Learning (CLIL). It is suggested that the government continue to evaluate and modify the bilingual policy while actively carrying out teacher training to ensure the effectiveness of bilingual education.

2018年12月行政院國發會通過「雙語國家」(Bilingual Nation)的擘畫案,藉由強化英語教育,提升全民英語軟實力,以2030年為目標,打造台灣成為雙語國家。然而,此政策是否能成功執行,仍待檢驗。本研究首先透過文獻了解此政策的實質內涵和推動的策略,繼以針對雙語教育的規劃方案,設計問卷探究403位大學學生及58位大學教師的看法。研究結果顯示大學生對此政策持部分支持的態度,其中「以英語教授英語」(TEIE)及「語言與學科內容整合式教學」(CLIL)所獲致的支持度較低。依此,本研究建議政府應持續評估並適時調整此政策;同時應積極培育雙語師資,以提升雙語教育之實施成效。
