重大公共建設對地區經濟發展影響之研究-房價特徵模型之驗證

The Local Economic Effects of Major Infrastructure Project: A Case Study of Hedonic Housing Price Model

摘要


隨著「愛台12 建設」、「振興經濟擴大公共建設投資計畫」等重大公共建設陸續啟動,政府對加強公共建設計畫的成本效益評估益顯重要。為發揮公共建設之預算效益,並減少未來的不經濟支出,如何提升政府財務效能,特別是公共建設計畫的成本效益評估將是公共政策重點工作項目之一。而地方經濟發展是否活絡,房地產市場的房價表現往往是重要的指標。本研究以交通部觀光局大鵬灣國家風景區為研究對象,依據屏東縣東港地政事務所提供東港鎮之二○○五年至二○○八年之不動產交易價格資料做為研究案例,運用特徵價格法建立房地價格模型。結果顯示,最適房價模型為雙對數函數模型,影響房價最顯著除了面積外,屋齡也是重要影響因素。此外,重大公共建設對於地區經濟發展特別是土地價格有顯著地影響。本研究透過地方房價特徵價格模式說明重大公共建設對於地區經濟發展的影響力,提供政府部門在決定重大建設選址及徵收補償之依據。

The promotion of major construction projects is one of the functions performed by the government sector due to its nature of public goods. The main functions of infrastructure system are to support the demand of various social and economic activities. The empirical study used the transaction cases in Donggang Township form 2005 to 2008. There are 105 cases on land transaction and 159 cases on property transaction. We try to build the hedonic price model. Those variables include the dependent variable and the independent variable such as the using zone, the area of land, the years for house in use, the distance to the highway and the main roads, the park, the high schools, the center of city and Dapeng Bay National Scenic Area. After our research, the hedonic price model of land is the area of land, then the distance to the center of city. The major affecting factors of property is the area of house, secondly the age of house. The distance to Dapeng Bay National Scenic Area does have a great impact on the price of land, but do not on the price of land and house. Thus, the product indicates that it apparently affects on the land value while the major public infrastructures are being carried out.
