摘要

本研究以分析知識與政策的互動介面為主旨，討論「與政策相關的資訊與知識」如何轉換成真正的「政策知識與內容」。就此，本研究將討論：(1)造成政府知識委外的背景因素與哪些重要政策議題需要透過之委外來引入外部建議；(2)分析政府部門或機構會採取委外的作法與類型；(3)討論委託研究成果的知識類型與內容；(4)探討政策知識到政策內容的轉化過程；以及(5)知識委外後的成果在政策執行上的效能評估與成效分析。本研究將透過高雄市政府從二○○八年到二○一二年將政策知識委外研究的經驗並選定41個個案，以「市政治理」、「社會福利」、「環境治理」、與「經濟發展」為主題，利用文獻分析與深度訪談的方法，逐一分析高雄市政府近年來所規劃的委外研究案中的政策知識產出與政策制訂過程之間的互動關係，希望透過統計方法與質性研究的整合運用，為國內公共行政學界在委外研究與政策知識研究有所貢獻。

This project will discuss the interface and interaction between knowledge and policy. It will examine the inclusion process of policy-related information to real content of policy. In doing so, the following tasks should be taken into consideration: (1) the integrated environment situates the policy knowledge outsourcing and the main subject matters, (2) the models of contracting out practice for public sectors in terms of knowledge outsourcing, (3) the types of outcomes of outsourcing research project, (4) the inclusion of policy knowledge into practical policy content, and (5) the evaluation of implementation of related policies. This two-year-length project corroborates with 41 cases of Kaohsiung City government in the major issues as ＂urban governance,＂ ＂social welfare,＂ ＂environmental governance,＂ and ＂economic development.＂ By using literatures analysis and in-depth interviews, an analysis on interaction between knowledge and policy in Kaohsiung City government will be conducted. Moreover, methodologically, this project aims to contribute to the knowledge and discussion on related issues by corroborating descriptive statistics and qualitative methods.
