摘要

政策分析較偏向專家、技術或科學分析，民眾或利害關係人參與政策分析比較容易被忽略。其原因是有許多似是而非的觀念，例如民眾或利害關係人多半不具備參與專業、技術或知識；擴大參與只適合政策過程的特定階段，而非每個階段；或擴大參與是耗時的、無效率的與高成本的。本研究認為擴大參與不僅符合民主潮流，利害關係人的認知、價值與偏好，對於政策過程與管理也是舉足輕重。本研究從政策分析觀點，採用利害關係人分析與理論，提出「利害關係人政策分析架構」，並以高雄大社石化專業工業區未來土地使用計畫為例，探討如何進行利害關係人政策分析與管理。研究結果顯示，利害關係人政策分析可以被應用在政策分析的每個階段；此外，政策制定時應依照不同利害關係人的特性與立場，進行利害關係人管理，作為政策制定與管理的重要依據。

Policy analysis has been more focused on expertise, technological or scientific analysis, and public or stakeholder participation has been neglected. There are some reasons contributing to this situation including that the public or most stakeholders don’t possess the expertise, skill, and knowledge of participation, broader participation is only allowed for particular phases instead of every phase of the policy process, and broader participation is time-consuming, costly, and inefficient. This study advocates that broader participation is accordance with democracy, and stakeholders’ recognition, values, and preferences of stakeholders are critically important for the policy process and policy management. This study proposes the framework of stakeholder policy analysis from the viewpoint of policy analysis, and then takes the future land use plan of the Dashe Industrial Park as an example to discuss how to precede stakeholder policy analysis and stakeholder management. The analytic results show that the proposed framework of stakeholder policy analysis could be applied to every phase of policy process; and governments should also launch strategic stakeholder management according to the characteristics and positions of stakeholders for the sake of policy formulation and policy management.
