屏東縣市地重劃房地價變動軌跡之研究

The Analysis of Housing Price History of Urban Land Consolidation in Pingtung County

摘要


市地重劃為都市計畫土地開發重要方式之一,而房價可說是都市經濟活動的最終表現,究竟市地重劃實施對房價是否產生影響?影響程度多大?以屏東縣為例目前辦理市地重劃面臨何種困境?本文透過屏東縣歷年房價資料進行分析、並輔以專家訪談。實證結果顯示,屏東縣自一九七四年公告實施水源第1期市地重劃至今,已經四十二年,截至二○一六年為止,屏東縣總共辦竣了27個重劃案件,包括公辦重劃8個,自辦重劃19個。以水源重劃區為例(一九九六到二○一四年),房價自2.8萬元/m^2漲至5.2萬/m^2,平均年成長率為7.72%,如果以二○一一到二○一六期間5年來看年成長率則有7.81%。顯然重劃後房價有變動情況,潮州鎮啟順自辦市地重劃區在過去八年中也16.9%漲幅。另外在訪談過程中,多數專家表示,市地重劃後因為公共設施完備及居住環境適宜進而吸引人口移入,對房價會產生正面影響。重劃後,有時礙於房地產市場變化因此有些重劃區土地會產生閒置現象。另外屏東縣辦理市地重劃面臨最大問題為市地重劃與都市計畫行政事權不一,使得重劃區勘選不易並且會影響重劃開發實施進度,其次為民眾對市地重劃法令及自辦開發者不熟稔、不熟悉易產生疑慮,造成民眾參與度降低。本研究建構市地重劃與房價的發展關係,透過重劃地區房價變化檢視了解這些地區房價與市地重劃發展之關係。此一發展模式與都會程度較高的縣市發展模式不同值得後續研究者參酌。

In urban plan, urban land consolidation is one of the important ways of land development. Property value is the feature of economic boom in the city. The complete urban land consolidation area in Pingtung County was the subject in study. Our research aim was to analyze the distribution of urban land consolidation in Pingtung County and investigate the changes of implementing urban land consolidation on housing price. The in-depth interviews were conducted to explore the effect of urban land consolidation and difficulties in implementing urban land consolidation today The findings from case study are presented as below: from the Shuiyuan urban land consolidation in 1974, there were 27 urban land consolidations completed until now, including 8 government sponsored urban land consolidations and 19 private sponsored urban land consolidations. Take Shuiyuan urban land consolidation (1996-2014) for example, the property value has raised from 28 thousands per square meters to 52 thousands per square meters. The average growth rate is 7.72%. The growth rate even up to 7.81% in past five years. Obviously, urban land consolidation brings changes in housing price. Qishun urban land consolidation in Chaozhou township also increased 16.9 % in the past 8 years in Chaozhou township. After urban land consolidations are finished with completed public facility and comfortable living environment, there is a positive impact on housing price. By fair tax system, idle land and price difference problems during implementing urban consolidations can be solved. Moreover, the influence of inconsistent administrative authority between urban land consolidation and urban plan on choosing redevelopment zones and process of implementing urban land consolidation is the biggest problem in Pingtung County. Secondly, because citizens are unfamiliar with the regulations, it reduces their participation in urban land consolidations. This study reveals the relationship among urban land consolidation area, housing price and urban plan development that offer valuable suggestion for space planning development and land development for the future
