海域救助人員科技動力輔具救援職能基準之建置

Development on Competence Standard of Science and Technology Rescue Aids for Ocean Lifesaver

摘要


海域救援需具有專業技術與能力,為給予大眾更安全的海洋環境,提升海域救助人員人數與專業能力是必須的。經查新版救生員檢定中救援器材運用僅拋繩救援項目,基於救溺原則為器材救援勝於徒手救援,加上依據2020國家海洋政策白皮書內容,符合智慧國家的具體表徵,故本研究目的主要探討已取得開放水域訓練的救生員證照者之科技動力輔具救援職能,建置海域救助人員科技動力輔具救援職能基準,使得後續得以據以發展訓練課程,提升海域救助人員專業知識與技能。本研究主要採用次級資料分析、文獻探討、一般訪談法和專家焦點團體法之研究方法,依據IPO模式來建置,完成「海域救助人員科技動力輔具救援職能模型」,內容包含界定入門水準、工作任務、行為指標、工作產出、以及職能,藉以作為後續發展相關課程之依據。

Professional skill and knowledge are required in ocean rescue field. Upgrading the competency and population of ocean lifesavers is in demand because it can provide a safer ocean environment to the public. According to the latest version of lifeguard certification, throwing rope rescue is the rescue gear. Based on the principle of rescuing the drowning people, rescue with aids is better than with bare hand. In addition, it is conformed to 2020 National Ocean Policy White Paper. Therefore, the main objects of this research are: 1. analyzing the competence of science and technology rescue aids for the people who already had the open water lifeguard certification, and 2. developing the competence standard of science and technology rescue aids for ocean lifesaver. As a basis for developing the related courses and improving the professional knowledge and skills of ocean lifesaver. His research methods are based on secondary data analysis, literature analysis, expert interview and expert focus group meeting. The objective is to complete the "Competence model of Science and Technology Rescue Aids for Ocean Lifesaver" by I-P-O model, which includes beginner level, tasks, objectives, outputs, knowledge and skills.
