高中職學校藥物濫用通報機制與影響因素之研究:基宜花東地區軍訓教官觀點

Notification Mechanism of Substance Abuse in High Schools and Associated Factors: A Case Study on Military Training Instructors from Keelung, Yilan, Hualien, and Taitung Regions

摘要


通報機制是防制校園學生藥物濫用的重要議題,本研究以基宜花東四縣市軍訓教官執行防制學生藥物濫用的現況與需求為基礎,進行次級資料分析,受測四縣市軍訓教官共179 員,有效問卷計153 份,主要目的在探討影響高中職學校學生藥物濫用通報機制的影響因素。研究結果顯示,(1)個人阻礙因素(認知概念、時間安排、新興毒品認知、反毒自信心、尿篩工作),學校機關阻礙因素(聯絡處有無提供資源、校長有無積極推動、勤務及工作協調、社區相關單位有無支援)與學生家長阻礙因素(家長有無支持「特定人員」、學生對防制宣導有無興趣、家長是否支持防制活動)皆與學校有無落實通報機制是有顯著關聯。(2)聯絡處有無提供資源是學校有無落實通報機制的顯著影響因子。本研究建議,(1)軍訓教官替代人力的督考機制必須建立。(2)教育主管機關需檢視並排除通報的阻礙因素。(3)強化教育部縣市聯絡處的功能。

Notification mechanism has been critical to the prevention of substance abuse in schools. The research was based on the situations and needs of the military training instructors from Keelung, Yilan, Hualien, and Taitung regions when they conducted school-based drug use prevention programs. Secondary analysis was utilized. A total of 179 military training instructors were recruited to participate in the research, and 153 questionnaires were responded. The objective of this research was to explore the factors in notification mechanism of substance abuse in high schools. Results showed that (1) Whether school authorities carried out the notification mechanism was significantly associated with personal constraints (perceptions of drug use, time arrangement, knowledge of new psychoactive substances, confidence in standing against drug abuse, and urine drug testing), constraints of school authorities (whether the Liaison Office in each region provided resources, or whether the school principals actively promoted the programs, or whether the associated duties and work were well coordinated, or whether the associated community-based organizations provided support), and constraints of parents (whether they supported "reasonable suspicion/cause testing" and the prevention programs, or whether the students showed interest in the programs). (2) Whether the Liaison Office in each region provided resources significantly affected the implementation of notification mechanism. This research suggested (1) an establishment of supervision and assessment of alternative human resources to military training instructors. (2) Competent authorities of education should inspect and remove obstacles to notification. (3) Functions of the Liaison Office in each region should be reinforced.
