社區組織運作能力與發展之研究－以雲林縣社區組織參與農村再生過程為例

摘要

在農村在地的社區發展協會原就因內外在因素，使得社區組織具有不同的特性，在各方面執行的能力也有所差異，但可以經過訓練或內化的過程中提升組織的能力。在社區實際運作或擾動的過程中，常會遇到問題或困難，有些社區具有此方面能力經驗可以克服；但有些社區因能力不足，無法克服，也未得到外部支援，這時就成為社區發展的困境。故本研究以社區參與農村再生計畫後，培根課程開始有了擾動及執行壓力，探討農村社區組織在發展過程中之問題。本研究以永續發展的角度來探討社區能力與社區發展之間的關係，彙整國內外社區組織之能力相關文獻，並探討各項社區能力或特質，構築符合台灣農村社區組織能力的評估指標。本研究運用歸納的社區能力以組織力、執行力、導入力、凝聚力及永續力五大指標，來分析目前社區其社區能力分布情形，以台灣第一農業大縣-雲林縣為對象，以培根課程為社區能力提升的因素，並分析在社區發展目標下的社會面、經濟面與環境面之現況，以量化方式呈現社區發展面向，提供未來永續經營之參考。研究結果簡要羅列如下：一、建構農村社區組織能力指標模式，組織力、執行力、導入力、凝聚力及永續力五大面向。二、開始參與農村再生之社區組織發展面向能力以「凝聚力」為最強，「永續力」為最弱。三、社區在培根計畫完成，經實證對於社區能力確有提升的效果，以「執行力」最明顯。四、社區發展認知方面，社區組織對於三生目標達成有初步的認同，未來仍有努力的空間。五、社區能力與社區發展之相關性方面具有正向影響關係，且具高度相關性。

The community is naturally formed after a long time, when the community faces the fast-changing of today's society. Also, community development will affects the lives of local residents. However, each community has different properties or settlements texture, and that has great relevance with the ability or character of community. Also due to the different goals of community development, the problems of community development are different, so this study is to explore the sustainable development of the community ability and the relationship of community development. This study focused on rural Yun-lin county communities through rural regeneration incubation projection and counseling programs to promote involvement from the community. The research teams focus on whether the community can really learn from Bacon manpower plan and improve their community better and better and cultivate the ability of community to help communities face social, economic and environmental in the balanced development. In this study, the research team concludes five abilityindicators about community: organization, execution, import, cohesion and continuity. There are five indicators analyze the capability of different community in Yunlin County and status of community development. The results are described below: 1. Construct the model of rural community ability index, including the ability of organization, execution, importing, agglomeration and sustainable. 2. In the beginning, rural communities participate bacon manpower training of rural regeneration, the ability of agglomeration is strongest, but sustainable is the weakest. 3. Community ability enhanced the great effect on execution after bacon manpower training courses. 4. Community organizations have a preliminary approval to the target of production, living, and ecology, there need more efforts in the future. 5. Community ability and development has a positive highly relationships.
