社會工作人員人身安全問題與防治措施之探討

Study on Social Workers' Personal Security and Prevention

摘要


社會工作係一門助人的專業,隨著社會快速變遷,社會工作人員面對之社會問題與案件類型益形多元與複雜,包括若是救助、權益倡導及保護性(家暴、性侵害、兒少保護...)等業務之執行,雖有助人溫馨關懷面,但因其工作特性、工作對象與工作方法,亦潛藏著高危機與高挑戰性,在服務過程中社會人員遭到騷擾、甚至攻擊的案件時有所聞,據臺灣社會工作專業人員協會調查顯示,有五成五的社工人員有上述情事,從未遭言語或肢體暴力攻擊的社工人員僅有三成。日前高雄政府社會局無障礙之家社工遭案主砍傷,再次突顯台灣社工人員人身安全問題。本文將從政府部門針對社工人員人身安全防治措施之官方次級資料及民間團體或相關單位研究等予以整體研析,以作為政府施政或進一步研究之參考。

Social work is a specialty field to help others. With rapid change of society, social problems and cases encountered by social workers become diverse and complicated, including relief of the minority, promotion of rights and protection (e.g., domestic violence, sexual assault, children and teenager protection) Although the work helps people, the characteristics, subjects and methods of work are highly risky and challenging. In process of service, it is common that social workers are harassed and even attacked. According to investigation of Taiwan Association of Social Workers, 5.5% social workers have encountered harass and attack. Only 30% of them have never experienced verbal or physical violence. A few days ago, a social worker of Home for the Disabled of Social Affairs Bureau of Kaohsiung City Government was wounded by the case. This, again, shows the problem of social workers' personal security in Taiwan. This study analyzes official secondary data announced by public sector on social workers' personal security prevention and related research of private groups or academic units. The findings can serve as a reference for governmental policy or the following research.
