縣市政府教育局督學、科(課)長專業發展需求評估之研究

The Needs Assessment of Professional Development for Supervisors in Local Education Authorities in Taiwan

摘要


本研究之目的在探討縣市政府教育局「督學、科(課)長」專業發展需求,並計行評估。本研究主要採用問卷調查法,總計發出235份問卷,回收140份問卷,回收率為59.5%。有關於專業發展需求研究之結論如下:一、最優先需求為「視導技巧與輔導案例」、「危機管理」與「法令實務」。二、次優先需求為「公務執行應用」、「領導與管理」與「溝通技巧」。三、督學與科(課)長之專業發展需求有所差異。四、研習時間以「正常上班日」,每次長度「兩天」為宜。五、授課方式以「案例分享」為宜。六、臺中市、臺南市、高雄市對於「總務、採購與營繕」等課程之需求程度高於其他縣市。七、教育專業課程有實施的重要性。

The main purpose of this study is to assess the needs of professional development for supervisors and section chiefs in local education authorities. Research methods including document analysis, literature review, focus group and questionnaire survey are employed in this study. Briefly, the main findings are as follows: 1. The priority needs of courses include "skills of supervising and analyses of counseling cases" and "crisis management." 2. The second priority needs of courses contain "application of official implementation" and "leadership and management"and "skills of communication." 3. There are different needs of courses between supervisors and section chiefs. 4. The best curriculum implementation time is "regular work day", and each the length of two days. 5. The best instruction strategy is "cases sharing." 6. Taichung, Tainan and Kaohsiung require "general, procurement, construction and maintenance" courses more than other cities. 7. It’s important to contain "professional education courses" in the program.
