分析台商在越南投資觀光休閒產業意願及其影響經營關鍵因素－以渡假村為例

摘要

近年來台商對於越南投資非常活絡，顯見兩國發展關係密切。渡假村的開發經營有許多特性，在全球一致看漲觀光產業的前提之下，本研究探索台商對於在越南投資渡假村的意願，並從文獻和其經驗觀點獲得渡假村經營關鍵因素，彙整分析越南投資渡假村產品的優劣勢及特性。透過文獻的閱讀蒐集休閒產業之關鍵成功因素後，將其導入平衡計分卡模型之中，作為訪談之基礎。本研究主要是對於台灣駐越之政府官員、有相關投資經驗之建商、航空業者、飯店業者及對於投資渡假村產品有意願及興趣之越南台商，適性採用半結構及深度訪談法。整合台商資料並輔佐專業資訊來探討並且建立投資渡假村關鍵影響因素，作為日後投資者之參考。‧本研究得到台商對於在越南投資渡假村的影響經營關鍵因素：「市場因素」對台商投資評估的影響力最高，其次依序為「經營領導風格因素」及「資源因素」。‧越南發展渡假村產品的優劣勢及建議：越南跳躍式的成長導致其學習構面的部分需要提升；台商對其財務構面的「市場因素」、「資源因素」未來潛力非常看好。建議投資事前需要充分了解越南外國人投資法令的規範、培養當地人才，並提醒投資者掌握當地特殊的文化背景。

The investment of Taiwan businesses in Vietnam have been very active and progressive in recent years especially in the area of vacation-resort. The tourism businesses are prosperous worldwide. The development of vacation-resort is one of the hottest among them. This study attempted to investigate the interests and the advantage and disadvantage factors influencing the investments of Taiwan businesses in Vietnam. This study inputted the key successful factors, collected from literature, into the Balanced-Score-Card Model (BSC Model) as the base for semi-structured in-depth interview. The persons interviewed included Taiwan's diplomatic officials in Vietnam, contractors, aviation personnel, hotel business people and Taiwan business people interested in tourism resort investment. The findings and suggestions of this study are as follows: 1. The most influencing factors are market factors. Followed by leadership characters and resource factors. 2. The leaning aspect improvements are needed because of Vietnam's leap-forward growth. There is great potential of market and resource factors in financial structures. 3. Taiwan business people must have better understanding of Vietnam's laws and regulations, the education of local people and the cultural backgrounds before further investment.
