【論文摘要】社區醫療資訊平台設計與行銷之研究

台灣的健保制度已成為國際知名的政府惠民施政，但也帶給政府的財政支出很大的壓力。細究近年來健保制度的實施，最大的問題就是醫療分級制度不能貫澈，民眾有小病也到大醫院醫治的情形屢見不鮮，形成醫療資源的浪費。本研究經調查發現，之所以會產生這種現象，主要是民眾對附近診所的醫療品質無法放心。其實經本研究調查，診所的醫生也都是來自於醫院，而民眾所罹患的小病也多是分科的疾病。但因資訊的不對稱，讓病患因為對醫病的品質不放心，而寧願多花錢與時間去較遠的醫院就診。本研究為了解決上述的問題，利用評估研究法進行研究，設計了社區醫療資訊平台。本平台以App為介面，結合社區附近的診所資訊，並利用大數據分析目標客群，讓患者利用條件篩選適合自己病症的診所就診。如果使用者不熟悉該診所及醫生，本平台結合了使用者的評價及推薦，並能在分享頁面互相交流以及諮詢病症。本研究希望透過本平台的建置與行銷策略的擬定，澈底達成醫療分級節省資源的效果，讓使用者迅速找到商合的診所及所需資訊，使看診能成為一件方便且安心的事。

Taiwan's health insurance system has become an internationally renowned government policy which benefits the people, but it has also put a lot of pressure on the government's fiscal expenditures. Looking closely at the implementation of the health insurance system in recent years, the biggest problem is that the medical grading system cannot be implemented. It is not uncommon for people to go to large hospitals for treatment of minor illnesses, resulting in a waste of medical resources. This research found that the reason for this phenomenon is mainly because people can't rest assured of the medical quality of nearby clinics. In fact, according to the investigation of this research, the doctors in the clinic are almost from the hospital, and most of the minor diseases suffered the people can be classified into small diseases. However, due to the asymmetry of information, patients would rather spend more money and time to go to a hospital that is far away because they don not trust about the quality of medical treatment in the clinic. In order to solve the above-mentioned problems, this research used the evaluation research method to conduct research and designed a community medical information platform. This platform uses the App as the interface, combines clinic information near the community, and uses big data to analyze target customer groups, allowing patients to use conditions to screen for clinic visits suitable for their symptoms. If the user is not familiar with the clinic and doctor, this platform still combines the user's evaluation and recommendation, and can communicate with each other and consult on the symptoms on the sharing page. This research hopes that through the establishment of this platform and the formulation of marketing strategies, the effect of saving resources by medical classification can be achieved clearly, so that users can quickly find commercial clinics and the information they need, so that treatment can be a convenient and reassuring thing.
