原鄉地區社會服務組織資源網絡運作之研究-以暨南大學合作經驗為例

The Research on the Operation of Social Service Organizations Resource Network in Indigenous Areas: A Case Study of the Cooperation Experience of National Chi-nan University

摘要


暨南大學在科技部大學與南投縣政府跨域治理與人文深耕計畫的支持下,於2016年開始結合校內跨專業老師與南投縣政府合作,本研究以質性研究爲研究策略,探究原鄉地區社會服務組織網絡運作的現況,期待瞭解網絡治理在原鄉地區可能的機會與挑戰。據此,本研究第一年以個別訪談及參與觀察爲研究方法,先瞭解南投縣原鄉地區社會服務組織的資源網絡,提出資源網絡運作的策略;第二年進步銜接課程與學生團隊,嘗試以實質行動協助相關組織。經過二年的合作,雖然原鄉地區社會服務組織之資源網絡增長有限,但行動投入的實地輔導及實習導入,受到研究夥伴的正面肯定。整體而言,本研究的主要貢獻有五:(1)協助原鄉地區社會服務組織完成網絡單位的盤點;(2)瞭解原鄉地區社會服務組織社會福利網絡運用的現況;(3)分享原鄉地區社會服務資源網絡的實務輔導經驗;(4)啓動大學與在地組織的合作,成爲資源連結的具體成果;(5)反思原鄉地區社會服務資源網絡連結、建構及維繫的方法。

National Chi-nan University began to cooperate with the Nantou County Government under the support planning of the Ministry of Science and Technology from 2016. This study used qualitative research and action research as the research strategy to explore the current situation on the operation of social service organizations resource network, and understood the opportunities and challenges of network governance in indigenous areas. The first year of the study, we understood the resource network of social service organizations by individual interviews and participation observations in Nantou County indigenous areas. Then we proposed the strategy of resource network operation and linked the students' subject trying to do something with substantive actions in the second year. After two years of cooperation, although the growth of the resource network of social service organizations in the indigenous areas was limited, the field counseling and the students' subject was positively recognized by the participants of the organizations. Overall, the main contributions of this study include: (1) to assist the social service organization to complete the resource inventory. (2) to understand the current situation of the operation of social service organizations resource network in indigenous areas. (3) to sharing the practical experience of the social service resource network. (4) to start cooperation between the university and local organizations. (5) to rethinking the method of linking, constructing and maintaining on social service resources network in the indigenous area.
