資料導向決策支援系統在研發工作事前評估上之應用

摘要


本研究建構一套以資料導向為基礎的決策支援系統,並以「核融合」技術為例,透過專利資料的檢索和分析,探究該技術發展的現況與趨勢。研究結果發現「核融合」技術仍處於萌芽階段,投入者少但有持續產出,但由於技術門檻高與投資報酬率難以預期,因此進入前必須更加謹慎。此分析模式可用在組織從事研發工作之事前評估工作中,係決定資源分配的參考依據之一,再配合組織願景、定位與內部資源進行綜合評估,以做出最有利於組織之決策。

This paper describes a data-driven decision making system that can be used for evaluations of the aims of research and development in an organization. Take 〞Nuclear Fusion〞 as an example, we retrieved and analyzed the related patents and found out that this technology is still in its embryonic stage. We speculate that might be due to the high technical threshold and unpredictable returns. So, it should be more cautious before a large investment.
