文化平權在故宮:文化是權利不是福利

Cultural Accessibility at the National Palace Museum: Culture is a Right, not a Welfare

摘要


國立故宮博物院典藏華夏文明精品馳名於世界,由故宮歷年來的參觀人數分析並以107年為例,北院全年度參觀人數為3,860,644人次,其中外籍觀眾與國內的觀眾百分比各為74.43%、25.73%,是典型國際性的觀光地標,故宮自1973年開始以複製文物至臺灣各地進行巡迴展覽,開啟文化近用的實踐初探,1997年到矯正機關提供巡迴展覽,並於2008年推動「跨越障礙.觸摸美麗」身心障礙教育活動,2015年執行「藝術關懷行動」方案,故宮投入文化近用與平權之常態性服務多年,故宮如何走出不僅是國際觀光景點,同時發揮在地文化連結的能量,改變華夏藝術精緻的高級感(或視為隱含藝術菁英的階級意識),呼應以文化平權為主軸的新博物館精神,又如何運用豐碩的資源推廣文化平權,擴增博物館的影響力,成為普及全民的博物館。

The National Palace Museum's (NPM) collection of Chinese fine art is renowned on the global stage. For example, take some statistics from the Museum's 107 year history: the North Campus has 3,860,644 annual visitors. The percentages of foreign and domestic visitors are 74.43% and 25.73%, respectively, cementing the Palace Museum as a representative international sightseeing landmark [1]. Starting in 1973, NPM has been duplicating cultural relics and sending them across Taiwan in touring exhibitions, pioneering the practice of cultural sharing [2]. In 1997, the Palace Museum broadened the scope of its traveling exhibition program to include correctional institutions [3]. In 2008, the museum promoted the "Crossing Obstacles and Touching the Beautiful" activities for physical and mental disorder education [4], and in 2015 implemented the "The Art Care Project" program. Over the years, the Museum has repeatedly invested in cultural contact and affirmative services. NPM is not only an international tourist attraction, but also strives to link local people with their cultural heritage. The Museum is changing the perceived status of Chinese art as elite (or the implied class consciousness of artistic elitism). Responding to the spirit of the new museology with a core of cultural equality, the Museum is using its rich resources to promote cultural affirmation. The National Palace Museum is becoming an institution that amplifies its influence in order to represent people completely.
