This study aims to show that the current "rehabilitation of unused space in Taipei City" is a product of the interactions among art development, cultural policy and society. It is also part of a series of interventions in civic public construction. "Creativity" has become the most powerful capital in this era of the knowledge-based economy, thus culture and art are key to urban renewal. This study attempts to elaborate on a new spatial relationship between art and urban development.
