2018年於南投縣某兒少安置機構發生多起性侵害事件,形式上包含個別與集體式性侵。其後四名監委立案調查,而主管機關亦進行研究案,期待對機構內性侵事件提出防治措施。顯然依法安置兒少於機構內,性侵害防治已成為機構營運重要課題。服務團隊在偶然機會下,接受縣市政府委託,於機構內以試行性質,先後安置兩名具性議題及司法矯正處遇之兒少。以行動實踐方式,研究配合現行法令政策條件下,如何利用機構現有資源,對安置兒少進行性侵害預防措施。研究發現在經營管理、機構環境、專業服務、網絡合作等四面向,機構對性侵害防治皆可有所著墨發揮。對於未來,在經營管理部分本文提出「人力資源應有餘裕」、「人力晉用應考量社會經驗與人生歷練」、「機構營造與維持反暴力氛圍」、「管理者態度正確」等四項作為結論;在機構環境部分,以「機構須有情緒沉澱空間」、「監視與求救設備搭配建築布局使用以嚇阻事件再發生」、「運用機構外在環境」三項作為結論;在專業服務部分,以「密集照護平衡獎懲」、「防治措施平易可行」、「服務團隊跨專業運作」三項作為結論;在網絡合作部分,以「預防與治療並行」作為結論。
In 2018, a number of sexual assaults occurred in a resettlement institution for children in Nantou County, including individual and collective sexual assaults. Afterwards, the four supervisory committees filed the case for investigation, and the competent authority also conducted research on the case, expecting to propose prevention and control measures for sexual assault incidents within the institution. Obviously, fewer children are placed in the institution according to the law, and the prevention and control of sexual assault has become an important issue in the operation of the institution. By chance, the service team experimented with sexuality in the organization, accepted the entrustment of the county and city government, and placed two young children with sexual issues and judicial treatment. In the form of action practice, under the conditions of current laws and policies, how to use the existing resources of the organization to carry out sexual assault prevention measures for resettled children. The study found that organizations can play a role in the prevention and control of sexual assault in four aspects: business management, institutional environment, professional services, and network cooperation. For the future, this article puts forward four conclusions: "Human resources should be sufficient", "Manpower recruitment should consider social experience and life experience", "Organizations create and maintain an anti-violence atmosphere", and "Managers have the correct attitude"; in organizations In the environment part, the conclusion is based on three items: "The organization must have space for emotional calmness", "Surveillance and rescue equipment should be used in conjunction with the building layout to deter recurrence of incidents", and "Use of the external environment of the organization"; in the professional services section, it is concluded with "Intensive care" "Balance of rewards and punishments", "Prevention and treatment measures are easy and feasible", and "Inter-professional operation of service teams" are the conclusions; in the network cooperation part, the conclusion is "prevention and treatment in parallel".
