身處地方創生年代之中,城鎮要如何回應所面臨的各種挑戰課題,學習型城市的理念倡議與環境營造,對於地方發展具有關鍵的影響力。然而,根據國外的文獻指出:政策承諾與支持、行動倡議與協調者、學習機會的開創、多元化的學習模式應用,以及自我評估機制等項目,是學習型城市能否落實的關鍵。南投縣考量自身所處的環境特質以及挑戰課題,自2016年起即與暨南大學合作,選擇綠活城鎮作為推動願景目標,期間針對「綠色生活、生態旅遊、空氣污染減量、走讀城鄉、食農教育,以及技藝學習」項目,於埔里、魚池、國姓、中寮、草屯、竹山,以及鹿谷等地區鏈結到20幾個組織團隊共同參與。回顧三年的計畫推動,目前業已累積:1、擾動更多關心城鎮發展的公民參與行動;2、培力公共社群組織具備學習型組織精神;3、促進不同類型公共社群組織協力合作氛圍;4、創發政府與地方公共社群協力治理的合作模式;5、累積學習型城市推動的政策經驗等五項政策效益。
In the age of local revitalization, the learning city is an important concept to local town and rural area governance. According to the literature, there have five critical items of the learning city practice: the policy promise, action initiator and coordinator, to creative learning opportunity, to exercise diversification learning models and to construct the self-evaluation system. Nantou County Government cooperates with National Chi Nan University for connecting local clubs and communities. From 2016-18, DENCG has organized eco-system and livable concept for the vision of "green township": Under the vision of "green township", Nantou County Government、designs 6 sub-programs: green living, eco-tourism, air pollution reduction, walking and reading in urban and suburban, food agriculture education and artistry maker for connection of clubs, communities, governmental departments and schools in Puli, Yuchih, Guoshing, Chungliao, Tsaotun, Chushan, and Lugu townships. With the goal to build a co-learning platform of the green township in Nantou County, DENCG will organize activities of learning cities, accelerate regional revitalization, develop learning organizations, and connect with lifelong learning institutes. Furthermore, DENCG will motivate Nantou as a green township with the spirit of knowledge learning and life experience development.
