大學協力部落「旅」力發展之經驗-以臺東縣金峰鄉嘉蘭村為例

Integrating Collaboration of University and Indigenous Tribe for the Development of Tribal Tourism: A Case Study of Jialan Tribe in Jinfeng Township, Taitung

摘要


在教育部「大學社會責任實踐」計畫經費補助下,臺東大學與金峰鄉嘉蘭村攜手合作,藉由學校與部落資源整合,以「負責任觀光」為策略發想基礎,透過「傳統生態智慧」結合現代的「山林遊憩活動」打造體驗遊程,並以「數位媒體技術」進行宣傳行銷,用以推動「部落見學旅遊」經營,最終期望建立「有益環境、有益部落、有益遊客、有益師生」的部落旅遊協力模式。2018年度之執行成果包括:部落參與居民、參與師生皆肯定目前在課程及營隊辦理的合作關係;臺東大學「山林部落遊憩教育中心」提供良好計畫運作、協調與支援平臺角色;營隊活動辦理連結學生課程實作,提供初步支持產業建立所需的產出;營隊帶領學生在技能和心理素質皆有提升,也對嘉蘭產生情感連結。下一階段計畫執行建議:跨域課程連結校外實習制度,讓訓練更具系統化學習和帶領人力的穩定;臺東大學與部落協力關係應擴大部落參與,落實「雙向溝通」與「雙向培力」,讓校方逐步從經營主力轉為輔力,讓「部落見學旅遊協力模式」滾動調整,落實「人才培育」與「在地連結」的大學社會責任實踐,讓學校與部落協力創造部落旅遊產業的共好。

Under the financial support of Ministry of Education's "University Social Responsibility Practices" program, National Taitung University and Jialan tribe cooperate to integrate both side resources and try to establish a sustainable "tribal tourism collaborative model" with beneficial to environment, tribe, visitors, teachers and students. "Responsible tourism" is applied as a strategy core, through the "traditional ecological knowledge" combined with the modern "outdoor recreational activities" and "digital media technology", to establish a "tribal experiential study tour". In the project implementation performance, both tribal and the university's participants affirmed the current cooperative relationship in the management of course activity and tribal experiential tour. A preliminary output which is beneficial for tribal tourism industry is established by the implementation of tribal experiential tour connected with course practices. The experience serving as tour conductors led the participating students to promote their professional skills and psychological qualities, and also had an emotional connection with Jialan tribe. In the next stage, interdisciplinary learning courses are recommended to link the university's internship system to strengthen the training more systematic learning and lead manpower stability. The cognitive gap between the two sides still exists. Especially for the human resources of tribal tourism development, it is needed to expand the participation of the tribal residents at next stage. Implementation of the "two-way communication" and "two-way empowerment" is necessary to affirm the gradually transfer of managerial role from university to tribe in the tour business. It is hoped that the implementation of the "cultivation of talent" and "local connection" in the university social responsibility practice can lead the university and the tribe to continually collaborate to create a "common good" through the development of tribal tourism industry.
