摘要

在全球氣候變遷的趨勢下，河川集水區範圍內的社區因自然、經濟與社會環境的特殊性，其未來發展面臨嚴峻的挑戰。近年來，永續觀光被視為是鄉村社區邁向永續發展的重要途徑，本研究以南投縣水里溪集水區範圍內的14個村作為實證地區，以效率評估理論和社區永續發展為基礎，整合包括地理資訊系統、資料包絡分析方法來評估其環境效率和觀光發展永續性。實證結果顯示，其環境效率平均值為0.9036，目前效率值為1的村共有9個，反映出本研究區內的村，在發展觀光產業上具有相對效率，亦代表其觀光發展之永續性已經具有相當不錯的表現。目前發展相對不具發展效率之社區，未來應優先降低水資源耗損量和提高觀光產業之產值，以提高其觀光發展之永續性。

The unique environment of river catchment area communities in natural environment, economy and society may confront more severe challenges under the influence of climate change. The sustainable tourism development is considered to be the core direction for rural communities toward sustainable development. This study attempt to integrate geographical information system (GIS) and data envelopment analysis (DEA) for assessing environmental efficiency in communities tourism development, based on community sustainable development and the theory of efficiency evaluation. We took 14 communities of the Shuili river catchment area as study area and assess the relative efficiency of decision-making units from the perspective of sustainable development. The results indicate that the average environmental efficiency is 0.9036. In the future, the communities with inefficient should decrease the water consumption or increase the production of tourism industry for increasing the efficiency and sustainability.
