健康開放資料盤點及加值應用工具之研發

A Study of Checking Health Open Datasets for Developing Value-added Application Tools

摘要


自開放資料一詞興起後,政府也開始著重這部分的發展,期望藉此促進跨機構間的資料交換效率,一方面也提供創新的服務給民眾作使用。衛生福利部在健康領域這部分提供了已達上千筆的健康開放資料集供大眾使用,也已具備成效,不過在資料的提供與應用方面,各縣市衛生局與中央卻有著不小的差異。各類的健康開放資料大多是由各縣市衛生局蒐集在先,若是就這部分加以運用,應能使民眾更迅速更精確地掌握即時資訊。本研究針對各縣市衛生局具共通性之開放資料進行盤點,目的是與中央機關所公開的資料互相比對,以探討交換標準的制定與導入,藉以提升開放資料應用的可能性,並實作一能透過擴充標示語言(Extensible Markup Language, XML)來做驗證與格式轉換的工具。研究發現部分資料有規則性,現有的公開資料集大都以醫療資源資料集為主,內容主要為健康服務的機構和地點,可以利用機構名稱、地址和服務的內容等欄位,建置加值應用和電子地圖呈現的輔助工具。改善健康資料的完整性及流通性,協助衛生單位有效的推動開放資料加值應用,提升施政效能。

In recent years, the government has actively promoted open data, facilitated information exchange across agencies, and provided innovative services to meet public needs. In the health field, the Ministry of Health and Welfare and its affiliated organizations have provided thousands of open datasets of information publicly available, which are beginning to take effectiveness. However, local health bureaus still have considerable variation in the capability of providing data and practical applications. At present, since most of the health data were collected through local health bureaus, there is still room for improvement in the accuracy and immediacy of information. We checked for common health data between local health bureaus and compared them with the open data provided by the Ministry of Health and Welfare. We also studied the feasibility of introducing the data exchange standard for increasing availability of open medical data. The Extension Markup Language (XML) based validation schema and format translation tools were developed for improving health information integrity and portability. Through this study, we found signs of information regularity. Most of the existing health open datasets are the location of medical resources. The organization name and address fields can be used to build value-added applications of electronic maps presentation system. We believe that the standardization and visualization tools may assist health bureaus to effectively promote the value-added applications of open data and enhance the efficiency of administration.
