A successful communication project serves as a substantial reference for the promotion of related industries. However, in the past, only a few researches have been presented in the theory-based field. On the basis of the network architecture of the actors, this study attempts to explore the social and technical interaction trajectory of Taoyuan County Fuxing Township as a demonstration of how to achieve a large-scale construction in Taiwan. The results show that a successful promotion of network construction in rural area is not merely hinged on technology, but rather, the complex network of heterogeneous actors, including people and nonhuman interaction of the political process, is crucial in shaping the achievement. This study verifies that the advantage of the actor network theory lies in its comprehensive analysis method, which can be used as an important theoretical basis in the field of communication research.
