日治初期高雄平原區低丘的林野開發

Mountain Forest Management in the Low Hills of the Kaohsiung During the Early of the Japanese Era (1985-1901)

摘要

本文嘗試探討日治初期阿公店、打狗、鳳山一帶低丘的山林官有地，官方如何開放各方申請林產物的利權，因此分析相關的林產物申請案，作為了解殖民政府在初領政權之際的經營開發策略，究竟來自日本的內地投資者如何參與這一波的開發？臺灣的在地仕紳有無機會得到開發的權利？研究結果顯示，高雄平原的大崗山、小崗山、半屏山、龜山、壽山、鳳山丘陵等數座隆起珊瑚礁丘陵，傳統上就是居民採樵、燒灰的活動地，位於澄清湖旁的大埤山，也是庄民柴薪、放牛的山坡地，日治初期因石灰、砂利需求提高，阿公店、打狗、鳳山和臺南本島人仕紳以及日本內地人，都有提出開採石材或砂利、承購林產物、租用土地的申請。從申請案的核准地來看，各低丘只有龜山和大埤山沒有開放採石。官方的審核原則，會顧及風土景觀、水源涵養，緣故關係，甚至考量利權的平衡性，林產利權的分配結果為日本人和本島人兼而有之，這幾位臺灣本島人受到官方或軍方的重視，以地域別來看，尤其是來自臺南的商人取得數量甚多的石灰石開採權。

This study aims to explore the official land of the low-hill in the Agongdiàn (阿公店), the Takau (打狗), and the Fengshan (鳳山) area during the early Japanese colonial era. How did the officials release the rights of the forest products to apply for ? By analyzing the relevant forest products application, this study examines Business development strategy of the colonial government. It also presents the application dynamics from investors from Japan and Taiwanese Businessman. The results show that Dagangshan (大崗山), Shoushan (壽山) hills in the Kaohsiung Plain had traditionally limestone Mining and lime manufacturing production activity. In the early days of the Japanese era, Because of the increased demand for lime and gravel in1898, some applicant from Agongdian, Dagou, Fengshan and Tainan all proposed had proposed mining stone or gravel and rend land. Judging from the approved land of the application, only the Guishan(龜山) and the Da-pishan had not become quarries. The principle of consideration of official opinions usually takes into account the landscape, soil and water conservation, land ownership relations of others, and even the balance of the using rights between different applicants. Finally, the Japanese and both the Japanese and the Taiwan's merchants had access to forest production licenses(取得許可), and the number is close. Especially the merchants from Tainan, they have obtained a considerable amount of limestone mining rights.
