摘要

一、二十一世紀是一個高知識、高科技、高專業的時代，創造不斷成長的環境是領導者的責任。二、現代的戰爭模式已進入第三波，第三波戰爭的特色是智慧化、知識化與資訊化，建構學習型組織有助於提高部隊的戰力。學習型的組織，可創造一個鼓勵組織成員學習與成長的環境，使團隊不斷的進步。三、學習型組織是一種不斷創新與成長的組織，組織成員透過學習將知識轉化成組織的總體競爭力。四、建構學習型組織提高部隊戰力具體作法：（一）領導者帶頭推動。（二）建構數位化的學習系統。（三）暢通學術交流管道。（四）營造良好學習環境和文化。

The ways of founding a learning organization in order to improve the capabilities of the forces are as follows: a. The leaders lead ahead. b. Set up a digital learning system. c. Allow interactions in communicating academic studies. d. Create a better learning environment and culture.
