海軍艦艇修護資訊系統以雲端與傳統運算架構之效益比較分析

The Performance Analysis of Cloud and Traditional Computing Architectures by Emulating Navy Ship Repair and Maintenance Information System

摘要


現代化資訊技術對現今產業乃至國家競爭力影響日鉅,戴爾電腦應用即時管理資訊技術建構「先接後產」(BTO, Build-To-Order)的商模,引領資訊產業全球運籌模式十數年;相反的,美軍沙漠風暴行動產生大量戰備預儲閒置,也觸發賓州大學華頓商學院後勤大師莫理斯.科恩的感嘆:「今天的戰爭沒有必要建立大規模的資源儲備,而是需要高科技資訊系統的支援」。依據美國國家標準與技術研究院(NIST)對於雲端運算(Cloud Computing)的定義,雲端運算是一種模式,其依照需求能夠方便地存取網路上所提供的電腦資源,這些電腦資源包括網路、伺服器、儲存空間、應用程式以及服務等可以快速地被供應,同時減少管理的工作,可降低成本並提升效能。尤其雲端運算對運算資源自動化配置(Auto Provisioning)在網際網路大量且動態的服務需求下,已繼傳統運算架構採用之設定化配置(Administrative Provisioning)成為現今網服運算技術的新希望。從資訊技術的立場觀察,雲端運算確實具備分散式架構與叢集式運算的特質;從資訊管理的角度分析,雲端運算也因此具備集中管理、成本合理、架構具延展性及運算效能提升等優勢。在後勤管理的需求上,我們也不禁要問:「雲端運算是否可支援國軍建軍前瞻發展,切合國軍後勤組織調整規劃,朝『集中管理、統籌運用』之現代化國防後勤目標邁進?」。本文將建立雛形之雲端運算環境,結合國防單位之艦艇維修管理資訊系統、資料與決策需求模擬,將傳統運算架構,含資料庫,在支援國防後勤「集中管理、統籌運用」需求目標下,與雲端運算環境作實際系統建置成本與效能比較,以分析探討符合經濟效益之新世代國防後勤資訊管理架構。

Modern information technology incurs more strategic impacts in industrial and even governmental competence than before. As can be seen, Dell Computer's BTO (Build-To-Order) business model leads the IT (Information Technology) industry in worldwide operation for more than a decade by applying real-time management information technology. On another hand, the huge waste by the over preparedness in U.S. Desert Storm Operation logistics results in the expression from Professor Morris A. Cohen, Wharton School of University of Pennsylvania, that the war today requires support in highly technical logistic information system instead of huge amount of resources pre-storing. According to NIST (National Institute of Standards and Technology), the definition of cloud computing is a model for enabling convenient, on-demand network access to a shared pool of configurable computing resources (e.g., networks, servers, storage, applications, and services) that can be rapidly provisioned and released with minimal management effort in gaining both cost-effectiveness and performance enhancement. Moreover, cloud computing gives IT service provider a bright sight by featuring automatic resources provisioning, other than traditional administrative provisioning, to support the huge and dynamic service demands from internet users. In terms of information technology, cloud computing advantages in distributed environment and clustering computation. From information management view point, cloud computing benefits from central control, justified cost, scalable architecture, and progressive performance. Therefore, we would like to explore the feasibility whether cloud computing is effective, in comparison with the traditional computing architecture, to provide the modern military logistic support in central resources management and deployment to fulfill the future national defense planning, and logistic reorganization targets. In this article, we construct a cloud computing POC (Proof of Concept) environment, in conjunction with a Navy ship repair and maintenance logistic management information system by deploying the emulated test data and decision-making requirements, to have simulation and analysis in comparison with the existent system in deployment cost and performance. The results will be referred to determine the adequacy of the cost-effective new-era military logistic information management system architecture to achieve the national defense goals mentioned above.
