美澳加強軍事合作關係之戰略意涵

摘要

一、2011年9月20日美國與澳大利亞在美國舊金山舉行年度「2+2」部長級會議，此次會議的主軸在加強建構兩國安全合作新框架與形塑亞太地區安全形勢。美澳同盟及駐軍議題使得中共對於美國的種種舉動更感威脅，對整個亞太地區的軍事與經濟問題影響更趨多元化。我國位於亞太地區的中心點，且面對中共強大軍事威脅，亞太地區各國間的軍事部署與動向，與我國國家安全與戰略部署息息相關，就國家安全與地緣戰略立場，美澳兩國加強軍事合作關係之戰略意涵，非常值得我們研究與分析，以作為我國國家安全與發展的參考。二、國際關係千變萬化，參考澳大利亞與美國及中共同時發轉關係的模式，吾人可以發現，馬總統的「親美、友日、和中」大戰略，是面對這三個與臺灣發展有重要影響的國家，將「機會極大化、威脅極小化」的絕佳策略，在美國重返亞洲的戰略佈局中，我國應減少國際外交阻力，積極尋找出路，以尋求最大國家利益，發展出符合我國特殊環境的國家安全戰略。

The ever-changing international relations. Reference to Australia and the United States and Communist China while its forwarding pattern of relationship, We found that President Ma's ＂pro-United States, friends, and the＂ grand strategy, the face of the three countries have a major impact with Taiwan, ＂great opportunity, threat minimization ＂great strategy, heavy anti-Asian strategic layout in the United States, China should reduce the international diplomatic resistance, actively looking for a way out, seeking to maximize national interests, national security strategy developed in line with our special environment.
