摘要

在兩岸軍力日漸失衡的狀況下，我國發展戰略性武器的需求迫切，其中潛艦居我國海防之重要戰略地位，然而面臨瞬息萬變的國際情勢，美國對我國軍售的態度不定，在機會稍縱即逝的狀況下，如何建構一套潛艦採購決策模式，提供決策者迅速且具理論基礎的建議，為本研究之動機。故本研究結合軍購專家意見與採購實務經驗，並採用決策實驗室法(DEMATEL)與網路分析程序法(ANP)以處理決策準則間相依與回饋的問題，將適合之採購方案依研究結果進行排序，供決策者採購潛艦設備時之參考。

Under the growing imbalances in cross-strait military power, an urgent demand for Taiwan's development of strategic weapons, including submarines. Habitat important strategic position of Taiwan's coastal defense, however, faced with ever-changing international situation, the attitude of the United States on Taiwan's arms sales to uncertain, slightly longitudinal in the opportunity disappearing conditions, how to construct a submarine procurement decision model to provide decision-makers quickly possessed the theoretical basis of the recommendations of the motive of this study. Therefore, this study combined with military procurement expert advice and procurement practices, and decision-making the laboratory Act DEMATEL and ANP to deal with the problem of interdependence and feedback between the decision criteria for the procurement program in accordance with the results reference a sort for policymakers procurement of submarine equipment.
