摘要
一、美國是極度依賴海洋的國家，其國務政策的實現與海軍武力是外交手段不可或缺的一環，而現今的美國正面臨著不同的外在壓力，務必不斷地從事軍事事務革新，以確保其地位之穩固。二、戰略靈活是美海軍引以為傲的優勢之一，這項能力使其能勝任各類型的任務。然而在面臨預算緊縮的壓力下，為維持大戰略，海軍作戰訓練必將結合空中、水面、水下及太空等領域，並緊密協同陸地與網路領域，共同發揮協同與跨領域作戰效能，方能更有效率的達到國家目標。三、相對於我國現面臨的現實因素。我海軍應如何面對挑戰，確為海軍軍官應多著墨之處。吾人期藉由美海軍之文章為藉鏡，反思我國新時代海軍之定位及找出我軍現階段可精進之空間。

1. The nature of United States heavily relies on seas. For this reason, the implementation of policies works closely to its naval force. However, the Navy is facing different challenges over the seas and must continuously conduct RMA in order to maintain superiority. 2. Strategic flexibility is one of the hallmarks in terms of the US Navy. This ability provides the Navy successfully meeting each standard of range of operations. For fitting its great strategy under the pressure of budget constraint, operational training in the US Navy must combine air, surface, undersea, space and interconnected with land and cyber domains. 3. While looking back from our perspective, how does our Navy facing the constrained realities will be an issue for all Navy officers. Consulting the article ＂How We Fight＂, may we can find out some reflections which can provide our officers as a resolution.
