一、越南與中共是南海諸國中,唯一曾發生大規模流血衝突的,彼此關係可謂錯綜複雜、亦敵亦友,無論歷史、民族情感、文化、政經關係上,相互影響、競合兼具。二、1974年西沙海戰及1988年赤瓜礁海戰,都係涉及南海海域資源及主權爭端,二次戰爭後續都有若干影響,並加劇區域衝突及對立,亦導致歐、美、日等區域外勢力的介入。三、『中』越二國在南海地區發生的衝突,不外乎雙方對南海相異的歷史觀點、彼此的民族主義在冷戰後興起以及南海涉及龐大的石油、經濟利益,且南海的海域主權亦與雙方的國安及交通息息相關。四、由於南海地區的爭議不斷,促使美、日、印度等區域外有關國家尋求各種方式,積極介入,希冀從中牟取各自利益;另區域內菲律賓、馬來西亞、汶萊等有關國家,多不願獨力與中共對抗,希望採取集體聯合、或援引前述區域外強權國家與中共抗衡。五、未來南海形勢將更加複雜,地區各國需具更高外交手腕及智慧,將南海的爭議做有效處理,方能兼顧彼此利益及區域安全與穩定,就我國而言,瞭解各國在區域性事務上的意圖與作法,可為我國在未來南海議題、南海政策的參考。

Intricate relationships with each other, including competition and cooperation. 2. 1974 Battle of Xisha and 1988 Johnson South Reef Skirmish, are involved in the disputed waters of the South China Sea resources and follow-up has a number of secondary effects of the region. Intensified regional conflicts and confrontation, leading to Europe, America, Japan and other regions outside forces intervene. 3. The conflict between China and Vietnam in the South China Sea, mainly due to: different historical perspectives on the South China Sea, the rise of nationalism after the Cold War. But the most important thing is to involve vast oil, economic interests. And national security and see-line traffic are also related for both sides. 4. United States, Japan, India and other countries outside the region intervening actively and hoping to interest after the disputed in South China Sea. Philippines, Malaysia, Brunei and other countries in the region do not want to confront Chinese alone. Most of them hope to take collectively with the foregoing powers outside the region to compete with Chinese. 5. The future of the South China Sea situation will be more complex. The countries in the region need diplomacy and wisdom to take into account each other's interests and regional security and stability. In our case, to understand the intent and practice of those countries in South China Sea as the issue of the reference for our own South China Sea policy.
