摘要

一、兩岸之間曾發生的統獨之爭，雖導致臺海局勢高度緊張，惟未引發兩岸的嚴重軍事對抗或衝突。在兩岸關係顯著改善，特別兩岸交流、互動蓬勃發展的形勢下，兩岸之間發生軍事對抗、軍事衝突的可能性判將更小。本文試就「兩岸和平發展戰略」予以客觀分析，同時進一步探索臺灣的對策，俾拋磚引玉或謹供兩岸從事戰略研究者參考。二、現階段兩岸和平發展，已經是臺灣的主流民意，就如何促進兩岸和平發展，妥善處理兩岸關係以維持國家安全。筆者認為：（一）政－活路外交除了有所作為，更重要的是積極鞏固邦誼，讓我國能有尊嚴的在國際社會存在。（二）經－目前我國的經濟情勢，亟需立刻大步跨出，迴避政治空轉、虛耗。（三）心－兩岸宜協力促進掌握大陸崛起契機秉承王道精神，將文化軟實力推向世界。（四）軍－目前國際現實環境的限制下，臺灣欲發展強大的嚇阻能力仍有困難，但至少應強化防衛能力，以阻止中共對臺動武。

Unification and independence of the dispute between the two sides have occurred, although leading to high tension in the Taiwan Strait, is not the only cause serious military confrontation or conflict on both sides. Significant improvement in cross-strait relations, in particular cross-strait exchanges, exchanges booming situation, a military confrontation, the possibility of military conflict between the two sides will be smaller sentence. This article tries to be objective analysis on the ＂cross-strait peace development strategy,＂ while further exploring Taiwan's countermeasures, to serve appetizers or would like for the two sides engaged in a strategic researchers. 2. Present stage of development of cross-strait peace, has been the mainstream public opinion in Taiwan, on how to promote cross-strait peaceful development of cross-strait relations in order to maintain proper handling of national security. I believe that: (a) the Political-something in addition to flexible diplomacy, more important is to actively consolidate diplomatic ties, so that our country can have a dignified presence in the international community. (B) the Economy-China's current economic situation, the need immediately strode out, avoid political idle, wasted. (C) the Psychology-the two sides should grasp the mainland to promote the rise of a third opportunity to uphold the benevolent spirit of the soft power of culture to the world. (D) the Military-under the current restrictions on international reality, the Taiwan want to develop a strong deterrent capability is still difficult, but at least it should strengthen the defense capability to deter the Chinese Communists use force against Taiwan.
