從第12屆「亞洲安全會議」內容析論亞太地區局勢發展
The 12th annual ＂Asian Security Conference＂ discussion regarding to the Asian-Pacific regional development
摘要
亞太地區新興國家經濟持續成長，全球經濟重心逐漸向該地區位移，亞太地區的戰略形勢也產生了很大的變化，而且可以說越來越錯綜複雜，其中一個重大的因素就是中國的崛起。擁有龐大人口規模的大陸，正快速崛起成為新的全球性強權。在經濟高速成長下，政治影響力與軍事能力亦隨之擴張，對於現存強權與國際秩序均形成某種程度的衝擊。所以，在這個過程當中帶來對亞太地區的這個戰略中心那種關注點也會加深。而亞太地區的海洋和領土爭端也日益成為亞太和平與安全的最大威脅，儘管圍繞在東海、南海的爭端不可能通過「亞洲安全會議」得到解決方案，但會議內容將能為爭端國家提供意見交流，進而建構一個對話與溝通的平台。

1. The economic growth for developing country within the Asian-Pacific region has evolved into the global financial center. The strategic role for Asian-pacific nations has changed dramatically as well due to the rise of China (PRC, People Republic of China). 2. With enormous population, China has risen and became the mighty nation in the globe. Along with the fast economic growth, the political influential and military strength has expanded and caused great impact on the balance of powered nation worldwide. 3. The focus of strategic center has increase along with the expansion in the region. Meanwhile, the seizure of ocean and territory became the major threat regarding to the peace and safety within this region. Even the issues for East Sea and South Sea will not have solution through the ＂Asian Security Conference,＂ but the conclusion of the conference will provide a great channel for beliefs exchange and discussion between nations.
