摘要

一、北斗衛星導航系統已在2012年12月27日提供亞太地區的服務，未來將挑戰美國全球定位系統（GPS）的壟斷地位。除了導航功能，外界普遍更關注的是「北斗導航衛星」兼具的國防意義。二、中共為早日取得亞太地區的強國地位，必須儘快擁有自主的衛星導航系統，中共採「三步走」策略研建北斗衛星導航系統，預於2020年建成由35顆衛星組成的覆蓋全球、三維定位、全功能的「北斗二號」衛星導航系統。三、中共擁有北斗衛星導航系統後，對共軍的指揮、管制、武器彈著精確度等，都將大幅提升，有助其執行「反介入與區域拒止」（A2/AD）之戰略，這將是中共用來阻止美國航母介入臺海和南海的利器。

1. BeiDou Navigation Satellite System (BDS) began offering services to customers in Asia-Pacific region since December 27th, 2012. And it will challenge US's monopolistic status in Global Positioning System (GPS). Except the function of navigation, the additional meaning of ＂BeiDou Navigation Satellite＂ in national defense is more concerned. 2. In order to become a powerful nation in Asia-Pacific region, PRC must have autonomous navigation satellite system ASAP. PRC took ＂Three Steps＂ policy to construct BDS. By 2020, the 3-D positioning, full-functional ＂BeiDou-2＂ navigation satellite system will be a constellation of 35 satellites that offers complete coverage of the globe. 3. After the possession of BDS, PRC will have dramatic upgrade in weapon accuracy and PLA's command and control. This could help PRC carry out the Anti-Access/Area-Denial (A2/ AD) strategy. And this will be a powerful weapon for PRC to prevent US carriers from intervening in Taiwan Strait and South China Sea.
