摘要

為了提升兵員素質，並考量到高科技兵種訓練養成時間，在義務役役期縮減情形下，為防止戰力受到影響、以及有效因應第三波新戰爭模式的前瞻性規劃，我國終而在民國94年1月24日通過「現行兵役制度檢討改進方案」，確立我國採取「募兵為主」的募徵兵併行制等結論。足見「兵員素質」為軍隊能達成國防目標的基礎，因此本文將探討影響志願士兵素質的有關因素，如：兵員心理素質、入營動機、職涯規劃、學習經歷、軍中環境、訓練資源、同儕互動、福利待遇及幹部領導風格，並試從相關的因素中尋求提升兵員素質之建議。

Due to the shortening of the length of compulsory military service, in order to enhance the quality of the military personnel, cultivate ahigh-tech armed forces, prevent the weakening of military capability, and deal withnew generation of war model, aforward-looking plan has thus been created. The Republic of China passed the ＂the review and improvement of the current military service system＂ on January 24, 2005, and decided to adopt the combination of voluntary service and conscription systems with main emphasis on voluntary service. Obviously, the quality of soldiers is crucial to achieve the goal of national defense. Therefore, this paper will investigate the influential factors with regard to the quality of volunteer soldiers, such as the psychological factors of soldiers, motivation to join the military, career planning, learning experiences, military environment, training resourc es, interactions among colleagues, welfare and benefits and leadership styles. Furthermore, recommendations with regard to the enhancement of soldier's quality will be made from those factors.
