摘要

中共海軍過去基於「人民戰爭」的戰略指導方針，加上受限於遠洋戰力不足，只能建構沿海防禦戰力。隨著經濟發展中共海軍戰略由「近岸防禦」轉變為「近海防禦」，並積極進行海軍現代化建設，無論在水面艦艇、潛艦及飛彈的研發建造，均投入巨資進行現代化換裝建設，對我海、空軍作戰空間的壓縮與日俱增，再加上中共從未放棄「以武力犯臺」之政策下對我國家安全威脅更增急迫性。因此，臺灣面臨中共海上威脅，更需要深入研究及瞭解，希望藉此提升對國軍建軍、戰略發展的新思維。

Based on strategic guideline of ＂People's War＂ and limited capability of blue water powers, China's Navy could only focus on its coastal waters defense capabilities. However, China's naval strategy has shifted from ＂Littoral defense＂ to ＂offshore defense＂ and energetically built a modern navy due to its rapid grow of economy. The endeavors to build surface warships, submarines, and missiles and to invest enormous budget for changing modern equipment have been compressing battle space of our Air Force and Navy. Additionally, China will never abandon it policy of ＂invading Taiwan by forces＂ which is critically increasing threat of our national security. Therefore, Taiwan has to conduct in-depth studies when we face threat from the sea in order to promote new thoughts of force reconstruction and strategic development.
