摘要

一、2017年「馬拉巴爾(Malabar)」海上聯合演習在印度洋的孟加拉灣海域舉行。美、日、印派出參演部隊，共計16艘精銳戰艦和90餘架各式戰機，演習課目除一般海上搜救、聯合反恐外，還包含實彈射擊、反潛作戰等科目，而三國的目標都是要降低中共的軍事崛起，並限制其在印度洋的勢力擴張。二、由此次軍演看出印度海洋戰略的發展具有以下目的：強化聯盟作戰、增強海軍作戰能力、降低中共的軍事威脅與活動範圍、提升印度的大國地位等。三、在軍事領域，中、美競爭仍將激烈發展。影響的是中、印在印度洋海域的競爭也會愈演愈烈；中、印在印度洋的競爭將為一場永無終止的軍備競賽，其結果仍將陷在「安全困境」的泥淖之中。

1. The United States, India and Japanese completed the Malabar 2017, naval exercises in the Bay of Bengal. Events during the at-sea portion including professional maritime rescue and reconnaissance operations, surface warfare drills, antisubmarine warfare, etc. were maneuvered and fielded with 3 aircraft carriers, 13 elite battleships, and more than 90 all kinds of patrol aircrafts. The Exercise Malabar aimed to cut down China's military rising power and restrain its military force and expansion in the Indo-Asia-Pacific region. 2. The development of Indian maritime strategy has implied the following objectives: to improve interoperability between the U.S., India and Japanese maritime forces, to enhance its maritime warfare ability, to reduce china's military exercise and threats in South Asia; and to upgrade India's position as a major power in the world, etc. 3. Undoubtedly, the military competition between the U.S and China will be continuously expanded and so an obvious arms race will be provoked ＂security dilemma＂ between China and India in the Indian Ocean without end.
