淺析中共登陸作戰艦艇發展及未來運用

摘要

一、中共公布的《新時代的中國國防》白皮書中，明確闡述其海軍的戰略目標由「近海防禦型向遠海防衛型」轉變，同時兼顧戰爭與非戰爭軍事行動的任務與強化遠程兵力投送與登陸作戰能力，以符合走向「海洋強國」的戰略企圖；並支撐發展境外與周邊兵力投射實力，以維護持續增長中之海外利益及外交政策。二、為確保國家永續發展及海外利益，中共在歷屆領導人的「海洋戰略」思維指導下，邁向海洋已不再是口號，其中的關鍵為新型「071型」船塢登陸艦與「075型」兩棲攻擊艦的建造與服役。該兩型艦代表共軍過去超過一甲子的傳統兩棲作戰思維正注入新的元素，且目前兩棲戰力已具備在不對臺全面進犯下，實施多種登陸行動。三、面對中共登陸作戰艦艇發展及未來登陸作戰型態的改變，我們必須及早瞭解與掌握，降低中共對我防衛作戰所帶來的威脅，並謀求因應對策，才能掌握戰場主動、有效反制、爭取制勝先機，方能確保國家整體安全；此為我海軍當前重要課題與工作。

According to new strategies and naval capabilities of China, Taiwan should seek countermeasures to shape the battlefield as well as seize the initiative to secure national security. How to meet these goals will be our naval issues from now on.
