析論中共「強軍夢」下人工智慧（AI）發展與影響

一、中共認為「實現中華民族偉大復興」是中國人近代以來最偉大的夢想，這個偉大的夢想就是「中國夢」，對共軍而言即為「強軍夢」。而當前「人工智慧」（AI）發展正取得突破性重大進展，並加速向軍事領域轉移，自然對戰爭型態產生一定衝擊甚至是顛覆性影響；因此，對中共而言，發展「人工智能」已成為強化其軍事現代化的重要進程。二、中共在AI研究發展上已逐漸縮小與美國的差距，並試圖通過發展AI以實現軍事能力的「跨越式」發展；而共軍亦正在探索使用AI技術來增強未來的指揮決策，尤其是尋求克服其公認的弱項－即指揮官的決策能力，並利用這些技術在未來的「智能化」作戰中，獲得決勝優勢。三、隨著美、「中」軍事對抗和技術競爭不斷加劇，AI等高新科技正為全球安全與穩定帶來更多不確定因素。對我國而言，及早應對AI發展與相關安全事項的前瞻部署與規劃準備，才能應對未來科技新局勢之變化，除政府決策高層應有所體悟外，更值得國軍深刻省思。
