針對「混合戰」應處作為之研究

一、「混合戰」是西方軍事科學界近30年來出現的新名詞，探究其性質與內涵，可發現這些新興的作戰型態自古有之，這些新軍事學說既有各自特性，也存在相互重疊與彼此融合的情境。其主要對象係針對廣大群眾，透過隱蔽和秘密方式採行顛覆性措施，製造社會混亂，併用正規和非正規力量和行動的一種作戰模式。二、「城鎮戰」的環境複雜多變，小部隊可能必須面對3-4個街區出現不同的混合式威脅，戰爭經驗凸顯幹部帶領小部隊應處戰局的能力，攸關戰爭形勢的發展；因此，對小部隊指揮官的識見和政治判斷應予培養，使其足以在街區戰爭中正確應處。換言之，從小部隊指揮到中央指揮機構都需應對此一威脅所帶來的挑戰。三、提高應對混合式威脅的韌性－「抗壓性、存活性和恢復性」可望使自身立於不敗之地；而透過感知能力的提升與強化，將能掌握此威脅的蛛絲馬跡，採取有效的因應作為；至於建立資料庫，定期應處演練，持續評估威脅、影響及不斷更新傷害復原計畫，則可厚植危機預防與處理能力。

In other words, from the small unit commander to the central authority, they should be able to deal with the challenges posed by hybrid threats. 3.By enhancing and strengthening awareness capabilities, which will be able to grasp the signs of hybrid threats and then take appropriate and effective actions in response; and by establishing a reliable threat database, regularly rehearsing response actions, continuously evaluating the impact of hybrid threats, and continuously updating the damage recovery implementation plan, which will be able to build up crisis prevention and responding capabilities.
