摘要

自2001年開始實施「週休二日」以來，國內、外的旅遊人數明顯增加，旅遊需求大幅成長，供需市場機制帶動旅遊產業的蓬勃發展。但美國在2001年發生911恐怖攻擊事件後，航空業安檢制度成本的提高，進而轉嫁至顧客的消費上，昂貴的交通費用以及各國海關通關安檢的繁雜手續，造成出國意願銳減。2008年的原油價格狂飆，對國外旅遊無疑是雪上加霜。因此，國人旅遊由國外轉進國內旅遊市場，其中以利用網路取得目的地旅遊資訊，自行規劃旅遊行程蔚為主流。近年國內經濟景氣不佳中，國內旅遊依然逆勢成長，表示地方政府仍積極努力推動旅遊觀光，而國人亦日益重視休閒活動，使旅遊成為生活不可分割的一部分。休閒活動在工業革命後有日益顯著的現象，在60年代便有大眾休閒時代將來臨的預測。近三十年的經濟發展，服務業所佔的比率已由45.9％提升至53.3％，其中，成長最迅速的為觀光事業，因假期與名勝地旅館飯店住客數增加、退休年齡提前、平均壽命延長、公共建設持續發展等因素，讓觀光產業在21世紀成為相當重要的產業之一。本研究經由地方特色旅遊網站，希望讓地方觀光旅遊提供新的展望，重新發掘當地居民與所處的環境、文化之間的關連，讓居民直接的感受，運用資源創造豐富的可能性，並透過網站的管理，達到更有效率的參與式經營管理模式。讓以自身環境與文化為基礎的旅遊形態，創造豐富且具吸引力的旅遊環境，進一步為地方居民帶來經濟與文化傳承上的幫助。網站將以提供服務的觀點，整體旅遊導覽的服務系統為主體，目的是提供更便利、自動化的旅遊行程規劃與旅程服務。因此，透過整體旅遊導覽服務，讓國人可將旅遊資訊、行程安排結合，建立可依個別喜好進行旅遊行程安排的雛型系統，使旅遊行程安排能夠更準確地符合個別需求。

Not only numbers of domestic and foreign tourist increased significantly but also the growth of tourism demand since the implementation of ＂The two-day weekend＂ in 2001. The supply and demand driven mechanism makes the tourism industry to be flourish. However, after that the United States occurred the 911 terrorist attacks in 2001, the aviation industry increase the cost of security system, and then passed it on the customer's consumption, high transport costs and the complex security procedures of customs clearance, resulting in reduced willingness to go abroad. In 2008, the crude oil prices increased significantly and willingness of traveling abroad is worse. Therefore, people travel from abroad to enter the domestic tourism market, which use the Internet to obtain travel destination information, travel itinerary planning to become the mainstream. In recent years, the poor domestic economy, the domestic tourism continues to trend growth, the local government is still active efforts to promote tourism, while the nationals is growing more and more attention to leisure activities, tourism has become an inseparable part of life. Leisure activities after the industrial revolution in the increasingly significant phenomenon in the 60's era, there will be public leisure forecast the advent. Nearly three decades of economic development, the percentage of the service sector has been 45.9% to 53.3%, which the most rapid growth for the tourism industry, because holiday hotels and guest spots increase the retirement age ahead of schedule, with an average life increasing expectancy, the sustainable development of public construction and other factors, so that the tourism industry has become very important in the 21st century, one of the industry. In this study, the local Tourism hope to provide a new outlook, re-discover the local residents and the environment, the connection between culture, to allow residents to direct use of resources to create a wealth of possibilities, and through the web site management, to achieve more efficient model of participatory management. So to their own environment and culture-based tourism patterns, and create a rich yet attractive tourist environment for local residents to further economic and cultural heritage assistance. Web site point of view will be the provision of services, the overall tourist guide service system as the main aim is to provide a more convenient, automated tour planning and travel services. Therefore, the overall travel through the navigation service, which will allow people to travel information, travel arrangements with the establishment of individual preferences can arrange to tour the prototype system for the travel itinerary can be more accurately meet the individual needs.
