摘要

五都成立後每個市長都在喊窮，高雄市副市長劉世芳2011年1月6日在行政院會提案，要求縣市合併前的債務應該由中央概括承受。高雄市副市長劉世芳代表陳菊出席，在會中提案要求中央把縣市合併前的債務概括承受，台南市長賴清德也呼應，並批評中央只補助北高市的健保費，台南的農保債務很大，中央也應該協助才公平。新北市長朱立倫也希望中央能幫助解決縣市合併前的債務問題，台北市長郝龍斌甚至說，中央推出各種減稅措施，結果「中央請客，地方買單」，中央應該協助解決因為減稅出現的財政缺口。只有台中市長胡志強緩頰說，中央也很為難，應中央、地方共同解決。面對五都市長大聲喊窮，行政院長吳敦義表示，財劃法及公債法尚未審議通過，財政問題是目前各級政府都必須共同加以面對；看來每次行政區域調整都必須面臨搶奪財政這塊大餅的趨勢，而中央政府與地方政府各有盤算，到底該如何分割這塊大餅，值得探討。
