Youth Cultural Upbringing in the "Students' Forum" of Hong Kong's Sing Tao Jih Pao in the late 1940s to early 1950s

During the period of civil war between communists and nationalists, Hong Kong suddenly became the base for leftist propaganda. When the dominance of the Communist Party was assured, the British-Hong Kong government adopted various measures to limit these activities. The supplements for students of newspapers originally functioned to educate and cultivate students, precisely an important realm for political propaganda. This essay examines the case of the "Students' Forum" of the Sing Tao Jih Pao, analyzing the changes of educational guidelines and policies from late 1947 to early 1951. It can be discovered that before the end of 1948, "Students' Forum" began to stress repeatedly that political involvements should be avoided. Thereafter, a change of tone occurred, until the middle of 1950, when political avoidance re-emerged as a theme; thus it did not move in perfect step with all the movements regarded as leftist, from free to unfree. This essay also discovers that in the beginning the editor-in-chief who advocated avoidance of political issues was originally sent by the communists to the staff of the Sing Tao, and during the period of support of left-wing discourse, the paper did not fail to publish contents outside of propaganda. It is argued here that the contents and changes are the result of interaction between political dominance, publisher's position, editorial beliefs, readers' interests, and so forth. There was no single, over-powering factor capable of shaping the outcome of the publications' final appearance. Finally, this essay attempts an assessment of the effects on the cultivation of youth of the various stages of this forum.
