光復初期臺灣最高民意機關的成立與運作－民國35年至38年臺灣省參議會檔案介紹

臺灣省參議會作為民國38年前臺灣最高地方民意機關，現存相當數量的檔案資料。在檔案管理局成立以後，臺灣省諮議會將臺灣省參議會檔案陸續移轉至該局，可作為光復初期臺灣議會政治發展歷程的見證。現存臺灣省參議會的各類檔案，其內容牽涉當時臺灣政經社會的發展。若要了解當時政府施政內涵與民眾的反應，從此批檔案皆可窺其端倪。本文以檔案管理局現存臺灣省參議會檔案為主，從這批檔案可看出該會與臺灣行政長官公署、臺灣省政府的互動，以及民間對於政府措施的意見，反應出臺灣社會現象；同時透過該會與各機關的電文，可知當時的政治發展，具有高度研究價值。

Taiwan Provincial Legislature (TPL) had been the highest elected representative assembly in the postwar period by 1949, of which a large amount of records are preserved at present. Taiwan Provincial Consultative Council had transferred all of the records into National Archives Administration after which formally launched. In general, all the existing records witnessed the postwar parliamentary politics development history in Taiwan. Meanwhile, the content of the existing records of TPL involved with different issues at that moment, such as political, economical and social development etc. If readers intended to understand what the government did and how people responded during the period, the archival collections are cable of revealing something critical contemporarily. This paper is based on existing records of TPL in which illustrates the interaction among TPL, the Taiwan Provincial Administrative Office and Taiwan Province. The records are highly worth of being researched in detail. For instance, the people's opinions on the government's administration could reflect the social phenomenon in Taiwan at that time, including telegraphs of TPL of which linkages with other agencies apparently make us understand contemporary politic situations.
