影響典藏機構與文化創意產業融合之環境因素探討與政策建議

圖書館、檔案館及博物館等典藏機構利用典藏發展與文創產業融合業務是追尋蓬勃發展的文化創意經濟全球趨勢、因應新博物館學及政府財務困窘環境壓力的主要積極措施。本文探討典藏機構推動與文創產業融合面臨之內、外部環境因素，就政府及典藏機構推動文創產業融合業務提出建議。對政府的建議有4項，包括：一、修改典藏機構組織法／條例賦予從事文創業務法源；二、促使典藏機構之財務及組織運作體制彈性化；三、以開放精神持續修正典藏與文創產業融合的相關法規；四、持續建置文創產業化運作平台與作業機制。另對典藏機構的建議有2項，包括：一、將典藏機構之組織使命仍定位於上游業務，但擴及中、下游且利用新興機制來治理文創產業融合業務；二、典藏機構宜做好基本的內部文創經營環境整備。

Libraries, Archives and Museums (LAM) getting convergence with cultural and creative industries is the aggressive and positive response for coping ＂the trend of the new museology＂ and ＂the pressure of government financial deficiency＂. This study explores the environmental factors affecting the convergence of LAM with cultural and creative industries. In the last, some policy suggestions are provided for government and LAM to facilitate the convergence. In the respect of government, it is necessary to amend laws to empower the LAM institutions with the mission of getting convergence with cultural and creative industries. In addition, increase the flexibility on the structure and financial management of the LAM. Moreover, take an open-minded approach to the construction of legal and regulatory environment to encourage the convergence and keep on the establishment of the platform to support the business operation. Whilst suggestions to the LAMs in the organizations include the innovation in governance from the upstream to downstream as well as the preparation of infrastructure to meet the requirements of convergence with cultural and creative industries.
