國內外檔案取用與限制相關規定之比較分析

摘要

檔案為國家與社會發展的歷史紀錄，內容反映了國家社會的發展，也成為研究者進行學術研究的第一手材料。但檔案典藏機構往往基於資料保存與多數人使用權益之維護，而有檔案開放取用與限制規定。有鑑於檔案開放取用與限制規定將影響使用者應用檔案之權益與便利性，本研究期許透過文獻與網站相關資訊分析，瞭解國內外重要檔案典藏機構目前館藏檔案開放取用與限閱規定，並比較分析優劣，以供國內檔案開放取用與限閱政策改善之參考。

Being historical records of the development of the state and society, archives are the first-hand materials for academic researchers. Under the consideration of archives preservation and the right of usage for everyone, the regulations on the access to archives made by archival repositories may have negative influence at the same time. For this reason, the study will review literature and relevant websites to analyze the related policies of domestic and foreign archival repositories. Finally, the conclusions and suggestions are proposed as the reference to reformulate these regulations.
