摘要

〈石門水庫建設委員會檔案〉為石門水庫興建工程所產生的檔案，時間集中在西元1954年至1966年間，是臺灣戰後罕見保存完整之國家重要水利建設的官方檔案，亦是承載石門水庫與人互動的真實歷史紀錄。本宗檔案現由經濟部水利署北區水資源局典藏，2020年5月起，該局與中央研究院臺灣史研究所合作進行「石門水庫建設時期檔案整編及加值研究計畫」，全面展開檔案編排與加值推廣工作。本文先追溯〈石門水庫建設委員會檔案〉之典藏歷史脈絡和文書組成，接著介紹石建會檔案基於來源原則之系列編排架構。進而，就各類型檔案，選輯特色典藏及其記載檔案故事。最後，總結以尊重石建會原始檔案歸檔原則，重建與確認其原有檔案編排次序，以期完整再現石門水庫興建過程的真實經驗。經由此宗檔案的整理與公開，期能挖掘更多屬於石門水庫的歷史故事與在地的共同記憶。

The Archives of Shihmen Reservoir Construction Committee contains records related to the construction of Shihmen Reservoir mainly from 1954 to 1966. These records are not only exceptionally well-preserved official records on Taiwan’s water conservancy infrastructure, but also authentic historical records on the interaction between Shihmen Reservoir and the people. The archival collections are currently preserved and managed by the Northern Region Water Resources Office of the Water Resources Agency, Ministry of Economic Affairs. The digitization and value-added project on these archival collections was launched in May 2020 under the collaboration of the Northern Region Water Resources Office and the Institute of Taiwan History, Academia Sinica. This article first traces the historical context of the archival collections and the composition of records. Then, introduces the archival arrangement at the series level according to the principles of provenance. Further, contents of each archive series are abstracted to present an overall view of the precious historical materials, followed by selected special records. Finally, with reference to the compilation principle of the primary records, the original arrangement of the archives is reconstructed to reveal the actual process and experience of the reservoir construction. With the Archives digitized, compiled and made open to the public, it is hoped that more unique historical stories and local common memories of the Shihmen Reservoir can be brought to light.
