由鑑定觀點探討檔案銷毀工作之擬定

檔案館蒐集、典藏具有持續性保存價值的檔案，並提供使用者資訊的需求。因此檔案人員以檔案鑑定為檔案館評估檔案的價值與決定入藏與否，並將不符合檔案館藏宗旨的檔案予以銷毀。檔案銷毀的處置方式十分多元，檔案銷毀的過程更包含了檔案鑑定與重新鑑定等跨領域的管理工作。因此，本文藉由說明檔案鑑定標準與重新鑑定程序，並了解檔案館在檔案銷毀工作上的執行方式，進而探討制定檔案銷毀政策所應考量的層面，以及檔案銷毀政策與檔案館館藏發展政策之相關性，最後參酌國外檔案典藏單位所制定之檔案銷毀政策，提供國內檔案典藏機構在檔案銷毀工作上的參考。

The functions of archives are collecting and storing records with continuously preservative value, and offer their users the needed archival information. Archivists will evaluate and decide the value of archives by appraising, and destroy collections which are not correspondent with the goal of their collections. There are many ways in destroying collections, and the process of destroying archives is a management job that include appraisal with reappraisal affairs. Therefore, the main purpose of the paper is to explain the standard of appraisal and the process of reappraisal, and discuss further the relevance between destruction policy and collection development policy. Finally, the paper refers to the archival destruction polices of foreign repositories, and provide some suggestions of archival destruction practice for archives in Taiwan.
