摘要

本文旨在回顧九二一災後住宅重建融資機制之形成與演變過程。首先，介紹災後第一時間所發布之緊急應變措施，再依時序介紹住宅重建融資機制之發展沿革，說明、彙整與檢討個別措施之運作與結果，並提出建言。

The purpose of this paper is to review the Chi-Chi earthquake post-disaster housing reconstruction loan mechanism system. The post-disaster emergency measures announced immediately were introduced first, following by the issues that the establishment and revision of loan mechanisms. Then, the implementation and results of the different individual measures were presented, discussed, and summarized. Finally, recommendations for future practice are also proposed.
