Research on the Impact of Public Participation in Environmental Regulation on the Transfer of China's Pollution‐intensive Industries

There are differences in the level of economic development among regions in China, therefore, there are differences in the intensity of public participation in environmental regulation among China's regions. Do these differences attract the transfer of pollution-intensive industries to areas with weaker public participation in environmental regulation? This paper first theoretically analyzes the relationship between public participation in environmental regulation and the transfer of pollution‐intensive industries between regions, and puts forward the theoretical basis for the existence of the "pollution haven hypothesis" in China, and then uses the panel data of 30 provinces in China from 2001 to 2016 to empirically test the impact of various public participation environmental regulations on the transfer of pollution‐intensive industries in my China. The empirical examination of the impact of various public participation environmental regulations on the transfer of pollution‐intensive industries in China has found that the environmental petition, education level, population density and other aspects of public participation in environmental regulations have promoted the transfer of pollution-intensive industries. However, in different regions the migration effect of public participation in environmental regulation is different. In the eastern region, the migration effect of public participation in environmental regulation is the most significant, the migration effect of public participation in environmental regulation in the central region is not obvious, and the migration effect of public participation in environmental regulation in the western region is obvious and the overall effect is not good. These findings indicate that in China, public participation environmental regulations can lead to the "pollution haven" effect, while the effect of the "pollution haven" effect produced by different regions is different.
