摘要

The implementation of government information disclosure system ensures the right of public acquisition. However, it is accompanied by the abuse of government information disclosure application right. In 2015, the Bulletin of the Supreme Court published a case on the abuse of the right to apply for disclosure of information, responding for the first time to the abuse of the right to apply for disclosure of government information in practice. This communique case not only plays a very important guiding significance to its subsequent cases, but also has a far‐reaching impact on the newly revised Regulations on The Disclosure of Government Information in 2019.Compared with the old regulations, the revised regulations are more perfect in style and content, and better regulate the behavior of abusing the right of public acquisition.
